NY Times: Syria Activating Reservists

According to a New York Times report based on information from a diplomatic source, Syria is activating 300,000 army reservists as a result of rising tensions with Israel. There is no official verification of the report.

IDF Orders Expulsion of 15 Palestinian Detainees from West Bank to Gaza

The Israeli military has ordered 15 Palestinian detainees expelled from the West Bank to the Gaza Strip. The military did not identify the 15 who have already been moved to an army facility in the Gaza Strip. The men have two days to appeal the army's decision.

Last year, the Israeli military forced three relatives of Palestinian terror suspects to move from the West Bank to Gaza in an action widely denounced by human rights groups as a violation of international law. But later Israel's Supreme Court approved the practice as a deterrent to suicide attacks against Israelis.

Meanwhile, Israeli troops backed by dozens of tanks returned to a Gaza refugee camp near the border with Egypt early Tuesday. The Israeli military says soldiers are continuing an operation to destroy alleged tunnels used by Palestinian militants to smuggle weapons from Egypt.

Israeli forces previously entered the camp last Friday and left three days later, after demolishing homes and destroying tunnels. Eight Palestinians were killed in gun battles with Israeli forces during the operation. A U.N. official says as many as 120 homes were destroyed and more than one thousand Palestinians homeless.

Israel said troops only uncovered and destroyed weapons smuggling tunnels. Meanwhile, in the West Bank, Israeli troops Tuesday shot and killed an unidentified Palestinian near the Negahot Jewish settlement near Hebron. Israeli radio said the Palestinian was unarmed.

'Homeless' Arabs in Rafiach Paid $1,000 a Month


IDF forces, including tanks and helicopters, are once again operating in Rafiach, searching for arms-smuggling tunnels. The first phase of the operation, in which three tunnels were found and destroyed, lasted from early Friday morning until Saturday night. The second phase began late Monday night; no deadline has been set for its termination. Intermittent exchanges of fire have been registered.

The offensive involves the army's demolition of many buildings and homes in the area, which serve as the end-points and openings for the tunnels. Approximately 10 tunnels, about 40 feet deep, are still in active use for the smuggling of arms and weapons from Egypt to PA-controlled Gaza.

The offensive has drawn much criticism from extreme left-wing elements such as Gush Shalom and Meretz Knesset member Zahava Gal'on for the "thousands of Arabs" it has made homeless. However, Arutz-7's Haggai Huberman and HaTzofeh's Danny Shalom reported that the entire affair was in fact very lucrative for the Arabs living in the area. Each family whose home serves as an end-point for a tunnel receives $1,000 a month, and homes that are destroyed are rebuilt elsewhere by the Palestinian Authority, with generous compensation thrown in for good measure.

The smuggling operation is essentially a family enterprise, reported Huberman and Shalom, with several large Gaza families "owning" a piece of the action. They pay families that agree to have a tunnel running from their homes $1,000 each month, and they then sell the weapons that are thus smuggled to the Palestinian Authority. If a tunnel camouflaging home is destroyed by the IDF, the PA pays generous compensation to the family - and even builds the family a new home in the Tel Sultan neighborhood. Some residents have therefore begun spreading rumors of tunnels in their homes, designed for Israeli ears, so that they can "start all over" with a destroyed home, PA reparations, and a new modern house.

Some of the tunnels have been found to be as deep as 98 feet underground, in order to evade some of Israel's counter-measures. They are used not only to smuggle arms and weapons, but also precious metals, electric appliances, car parts, and even terrorists. The IDF has uncovered and destroyed 36 tunnels so far in 2003.

Sharon: Libya Trying to Develop Nuclear Arms

Qaddafi: 'Arabs are Completely Useless'

Libya is trying to develop nuclear weapons with help from countries such as North Korea and Pakistan; an aide to Israeli Prime Minister Ariel Sharon quoted him as saying on Tuesday. "One would not be surprised if Libya would be the first Arab country (to) have nuclear weapons," the aide quoted Sharon as telling foreign ambassadors in a meeting on Monday. "Libya is diligently attempting to acquire nuclear know-how with help and support from North Korea and Pakistan," the aide quoted Sharon as saying. "Not help as in buying a bomb but help in acquiring technology and know-how to build a bomb."

A 2002 CIA report said Libya was developing a civilian nuclear research program after United Nations sanctions were lifted but was dependant on foreign suppliers to advance it.

In a speech earlier this month to a gathering of women - translated and distributed by MEMRI <> - Qaddafi attacked the Arab states and people, and called for Libyan withdrawal from the Arab world.

"If only all the Arabs, from Mauritania to Egypt, would return to the Arabian peninsula," the long-time Libyan dictator wistfully said. He said that the 1948 war of Israeli independence was "the only time that all the Arabs fought as one people and as one nation." The Arab leaders of then, Qaddafi explained, "were 1,000 times better than the Arabs of today, who have no courage, honor, blood, or pride... [Today], you cannot speak of Arab unity and pan-Arab nationalism."

He blamed pan-Arabism for his country's troubles: "I came [to the Arabs] and I told them: Brothers, since our revolution we stand for Arab unity. We have done thus and so for the sake of Arab unity. The U.S. has become Libya's Enemy No. 1 due to Arab and pan-Arab unity and the Palestinian cause. Libya became the enemy of the Jews and the entire West for the Arabs, and without this there would have been no problems between Libya and the U.S. and even between it and the Jews, or between Libya and Europe. If we had not gotten ourselves in trouble in battles because of pan-Arabism and Arab unity, we would have been spared all the tragedies caused us."

He bitterly decried the Arab attitude towards Libya: "Leave us alone! Are you attacking us because we are Arabs? We're fed up. We are Africans. Treat us like Africans; treat us like black Negroes; we'll stay away from you, and you'll stay away from us. Don't talk to us and we won't talk to you. What is the connection between Libya and Kuwait? One country is situated in Africa and the other in Asia. We will not meet again until Judgment Day, and then one of us will go to Paradise and the other will go to Hell...

"The Arabs have become the joke of the world because they do not think of their future... The Arabs are completely useless... The Arabs have written a mark of disgrace in history that they will never be able to eradicate. They watch what is happening in Iraq and in Palestine from the sidelines. They are finished. They have no honor and they have no blood. There is no longer any Arab blood or pan-Arab blood, Arab unity, Arab manliness, Arab femininity. There is nothing. The situation has gotten so bad that the women are the ones who take the initiative."

He then called for a greater role for women in the battlefield: "The woman must be trained how to fight within the home, how to put together an explosive belt and blow herself up together with the enemy soldiers... We must train the women how to booby-trap the car and blow it up among the enemy, how to blow up the house so it falls on the enemy soldiers. Traps must be prepared. You have seen how [the enemy] check[s] luggage. These suitcases should be rigged so that when they open them they blow up. The women must be taught how to booby-trap their clothes closets, booby-trap their purses, booby-trap their shoes, booby-trap the children's toys, so they blow up on the enemy soldiers."
