Palestinian police have arrested the head of the Popular Front for the Liberation of Palestine, the group that killed an Israeli cabinet minister in October.
Officials of the group say PFLP leader Ahmed Saadat was detained Tuesday in the West Bank town of Ramallah. The PFLP called the arrest a dangerous development, and said it shows the Palestinian Authority has caved into Israeli demands.
Israel has said it will not let Palestinian leader Yasir Arafat leave Ramallah until the PFLP chief Saadat and the killers of Israel's then-Tourism Minister Rehavam Ze'evi are arrested. There was no immediate comment from Israeli officials.
The arrest came after Arafat's Fatah movement said it was sticking to a truce with Israel despite demands for revenge after the bombing death of a West Bank militant leader. Other Palestinian factions said the truce was over as far as they were concerned. The military wing of the Islamic militant group Hamas said Tuesday it would resume attacks inside Israel unless restrictions on Arafat's movement are lifted.
Two Israeli settlers were shot dead Tuesday in new attacks in the West Bank. One woman was killed on a road outside a Jewish settlement near Ramallah. The other victim was a 72-year-old man with dual Israeli-U.S. citizenship. His body was found in the Palestinian town of Beit Sahur.
A Fatah splinter group, the Al-Aqsa Martyrs Brigade, declared Monday that it considers the ceasefire canceled after a leading member, Raed Karmi, was killed by a bomb blast in the Palestinian town of Tulkarm. Palestinians believe the killing of Karmi was an Israeli targeted assassination.
Defense Minister Binjamin Ben-Eliezer said Karmi was the victim of a work accident, implying his own bomb killed him, not Israel. The Israeli official accused the slain man of involvement in the killings of more than 10 people and said he had been planning new attacks. Thousands of Palestinians gave Karmi a hero's funeral Tuesday in Tulkarm, many calling for revenge. The Al-Aqsa Martyrs Brigade killed one Israeli soldier and wounded another east of Tulkarm Monday several hours after Karmi was killed.

A 72-year-old Israeli man, Avi Boaz, of Maale Adumim, was lynched in Bethlehem Tuesday. His body was found with signs of severe and brutal violence in a soccer field in PLO-controlled Beit Sachur. The man also held American citizenship. PLO naval police, who man a nearby roadblock, were eyewitnesses to the lynch but did nothing.
The victim entered Bethlehem with an Arab acquaintance, who apparently reported the lynch to Israel security forces. Lieut.-Col Sharon Levy, commander of the Bethlehem District Coordinating Office, told Israel Radio that when they received reports of an Israeli in distress, they checked with the PLO police who denied that any such incident was taking place.
Levy indicated that he relied upon the PLO report and subsequently "lost connection with the unfolding incident." When he discovered that they had lied to him, it was too late.
"We have strong complaints against the Palestinians that the police there did not protect the man, did not report the incident to us, and then lied about it, Levy added." Officers who saw the body are saying that the victim was badly beaten and shot many times.
Boaz lived and worked in the area for many years, an engineer by profession and a well-known figure to both area Jews and Arabs. He was eating lunch in the Palestinian Everest Hotel which is closed due to the situation.
Boaz was involved in a Beit Jala building project that demanded that he remain in the area. Family members reported that they already became concerned for his well-being during the afternoon hours when they did not hear from him. They explained that he rented an apartment in nearby Har Gilo, permitting him to be closer to his work project.
His only daughter, Edit, reported that her mother died a week ago following a prolonged illness and now, her father was murdered.
