Legislation encouraging Arab emigration from Israel to Arab countries has been submitted for Knesset consideration.
The proposal stipulates that citizens interested in emigrating would be entitled to a monetary "emigration basket" (similar to the "absorption basket" granted to new immigrants).
.By accepting the basket, the citizens would cede their Israeli citizenship - though they may change their minds within 30 days if they have not yet left for an enemy country.

A growing number of countries in Europe are adopting laws making it possible for them to prosecute foreigners for alleged war crimes. The new laws have prompted Israel to prepare a list of countries where its political and military leaders may be vulnerable to legal challenges under war crimes laws.
Israel's foreign ministry is compiling a list, that has yet to be released, of countries that have approved laws enabling them to try foreign citizens for actions committed in foreign countries.
In an interview with VOA, foreign ministry spokesman Emmanuel Nahshon refused to comment on reports that Israel is scrutinizing foreign laws following questions from retired Israeli security officials about whether they could be arrested abroad. Nahshon would only say that the official reason for the list is to, quote "prevent the politicization of the international judicial system."
The foreign ministry's research coincides with legal action in Belgium against Israel's prime Minister, Ariel Sharon. Belgian law allows the prosecution of foreigners for war crimes, and several attorneys in Brussels have filed a complaint against Sharon for his alleged role in the 1982 massacre of hundreds of Palestinian refugees in Lebanon. The refugees were killed by Christian militia forces allied with the Israeli army. Sharon was defense minister at the time.
The Belgian courts have yet to decide whether the case will proceed, but Israel's army radio is reporting that Sharon has hired a Belgian attorney.

Palestinian militants have detonated three bombs near Israeli vehicles in the northern West Bank, hours after the funeral of a militant killed in an Israeli missile attack on Wednesday. No one was injured in the bombings.
Thousands of people turned out for the funeral of Saleh Darwazeh in
the city of Nablus, including 10 masked and white-robed men hailed
as being the next suicide bombers against Israel.
Darwazeh was the latest victim of an Israeli policy of liquidating Palestinians it says were involved in anti-Israeli attacks. Also Thursday, Palestinian officials say Israeli army bulldozers raided olive groves and sandbag barriers in a Palestinian-controlled area of the Gaza Strip.
Meanwhile, Israeli officials dismissed as a gimmick a list of 30 Jewish settlers the Palestinians want arrested on suspicion of carrying out attacks against Palestinian civilians and property. The list was presented at a security meeting overseen by U.S. officials Wednesday night. Israelis and Palestinians described that meeting as a failure, saying it was full of recrimination.
Israel has been demanding the Palestinian Authority arrest dozens of Palestinians suspected in anti-Israeli attacks.

A controversy is developing over a move by Arab and Asian nations to equate Zionism with racism. The move comes ahead of a global conference on racism scheduled for Durban, South Africa beginning next month (Aug. 31 to Sept. 7).
The head of a Cairo-based human rights organization says that while Israel's treatment of Palestinians is an important issue, there is also concern about racist attitudes in various Arab nations, including discrimination against minorities.
A draft declaration prepared in part by Arab nations says Israel's continued occupation of Palestinian areas is a form of racial discrimination that is against international law and a serious threat to peace and security. The document also makes a connection between the Nazi genocide of Jews during the Holocaust, and the Israeli treatment of Palestinians.
Israel and the United States strongly object to those parts of the draft declaration and U.S. officials have said they may boycott the Durban conference unless the language is removed.

Leaders of the PA Oslo War referred to by the Palestinian Authority as the "Intifada leadership" have circulated a flier in eastern Jerusalem on Thursday calling for a mass turnout on Sunday to confront Temple Mount Faithful organization activists.
The High Court of Justice this week rejected an appeal by the Temple Mount organization seeking to permit Jewish prayer on the Mount on Sunday, Tisha B'Av, the day the Jewish people remember the destruction of the First and Second Temples. The organization will however be permitted to lay a cornerstone for the Third Temple at the so-called Mugrabi Gate to the Mount.
The flier calls upon PA residents to break through IDF checkpoints and join eastern Jerusalem Arab residents to confront the activists and stop the planned cornerstone ceremony.
