Israel Has Paid Arafat NIS 1.5 billion

Israel has made payments to PLO Authority Chairman Yasir Arafat exceeding NIS 1.5 billion. The payments according to Haaretz was made to Arafat's private bank account in a Tel Aviv branch of Bank Leumi. It has been established in the past that the private account has been used continuously to channel funds to Arafat who continues to insist he and the PA can account for all money contributed by donor nations. Haaretz reports that an internal investigation indicates that at least NIS 1.5 billion has been transferred to the account since 1994 and over the past 48 months, Israel continues to transfer NIS 35 million monthly. PA treasury officials have stated that it has not seen any of the monies intended for the PA.


10 Settlements May be Razed

An Israeli Cabinet committee is considering whether to order the evacuation of illegally built Jewish settlements in the West Bank. The government is considering ordering the removal of 10 such outposts.

Deputy Defense Minister Ephraim Sneh says some of the 42 new Jewish settlements set up this year in the West Bank are clearly illegal. He prepared a report on the legal status of the settlements for consideration by a Cabinet committee, which is to decide on the future of these communities.

It is understood that the report to the Israeli Cabinet committee recommends removing 10 of the outposts, built in the last days of the previous government of Binyamin Netanyahu.

In other cases, it is expected the government will simply halt any further construction, forcing these communities to disband voluntarily because of the limits imposed upon them.


Saddam Reportedly Offers Peace to Israel

King Abdullah II of Jordan reportedly is carrying a note from Iraqi dictator Saddam Hussein to President Clinton that promises major policy changes in his regime, including an offer to enter peace talks with Israel. In return, Saddam is asking Washington to drop threats to put him and other senior Iraqi leaders on trial for war crimes.

The offer reportedly contains a commitment to adopt a "more flexible" approach to the peace process with Israel. Among the assurances, Baghdad is set to engage in peace negotiations with Israel, play an "effective role" in the overall peace process, and cease any actions that pose a threat to the Jewish state and, according to Al Hayat, the offer even includes an agreement to pay compensation for damages caused by Iraqi Scud missiles fired upon Israel during the Gulf War.


German Industrialists Complain About Compensating Jewish Slaves

Angered by the demands of the victims' lawyers, German companies are threatening to walk out on plans for a joint industry and government fund to compensate former Nazi slaves.

At talks in Washington, German negotiators offered less than $3.5 billion to victims of the Nazi slave labor program during World War 2. And, only part of that sum was to come from German industry. One-third was to come from the government, to compensate the millions who were forced to work for German municipalities during the conflict.

Industry spokesman Wolfgang Gibowski says there will be no more money from his members than is already on the table. Government negotiator Count Otto Lambsdorff has also said the offer will not be increased.

But so upset are German industrialists by the barrage of angry criticism from the victims' organizations, they are considering withdrawing the offer, altogether.

Some 35 German companies had banded together to set up what they said was a humanitarian fund, not an offer of compensation. Now -- according to a report in the respected "Berliner Zeitung" newspaper -- angry firms are considering pulling out of the fund and leaving the job to the government, which they claim is legally responsible.

A pull-out is still a worst-case scenario, however, as Lambsdorff has warned of a trade war if no agreement is reached. Sources say German industry is aware of the dangers.
