President Clinton says he will not address the opening session of
the United Nations as is customary since it falls out on Sept. 21,
coinciding with Yom Kippur. Clinton was scheduled to address day
two of the General Assembly but decided to honor the Jewish holy
day and cancel his planned appearance. US lawmakers have tried over
the past months to have the UN reschedule the event but without
success.

Israeli Prime Minister Ehud Barak is to ask Russia to use its
strong links with Damascus to help restart peace talks with Syria.
Barak left Sunday on his first official trip to Moscow. Barak is
scheduled to hold talks Monday with Russian President Boris
Yeltsin, in an effort to boost hopes for Middle East peace.
The Israeli leader believes Russia has influence and what he calls
-- points of access -- with Syria. He wants Moscow's full support
to help bring about a quick resumption of peace talks between Syria
and the Jewish State.
At a news conference in Egypt, following talks with President Hosni
Mubarak, last week, Barak emphasized Moscow's importance in the
Middle East.
"I think that Russia was a co-host of the Madrid (peace) process
and they should be respected. They are a great power, quite close
to this region, and I think that it is appropriate that we will
update them about the process, what is going on and consult with
them, what they think they could contribute to moving forward the
peace process."
Barak's visit to Russia follows clear statements from Syrian
President Hafez al-Assad that he too wants to return to
negotiations with Israel -- on condition the Jewish State hands
back the whole of the strategic Golan Heights captured during the
1967 war.
This coincides with renewed interest by Russia in re- establishing its presence in the region and a desire by Assad to re-build his defense forces in order to negotiate with Israel from a position of strength.
During a recent visit to Moscow, Assad agreed to a $2 billion
contract to upgrade Syria's fighter planes, tanks and missiles.
The deal was the first between Damascus and its main supplier of
weapons since the collapse of the Soviet Union in 1991. Washington
objected but its calls for the contract to be canceled have been
ignored.

According to an internal Justice Ministry memorandum, residents of
Judea, Samaria and Gaza (Yesha) may find themselves without any
law following a decision not to extend emergency bylaws governing
the 'state of emergency' that applies in Yesha areas.
The bylaws were implemented in 1967 and are the basis for Israeli
law being applied throughout those areas for about 170,000 Israelis
residents as well as the IDF Civil Administration which governs
Arab residents of Yesha who do not live in PLO Authority autonomous
areas.
Some of the results of such a move would be: Residents would not be
compelled to serve in the IDF; Residents would not be compelled to
pay income tax to Israeli authorities; Residents would not be
entitled to receive payments from the National Insurance Institute
or Israeli health insurance; Residents would not be permitted to
obtain Israeli drivers licenses; Lawbreakers would be tried in
military courts; Israeli courts would not hear civil cases filed by
Yesha residents against residents of PA autonomous areas and
restraining orders barring Israelis from leaving the country would
no longer be binding.

Pentagon officials quoted in the Washington Times believe that
hackers trying to enter the computer system of the Pentagon are
using an Internet site in Israel. The US based National Security
Incident Response Center reports the IP addresses of the hackers
traced back to Israel. Official traced the hackers to a site in
Israel, which is reported to be a popular site for hackers to use
as a springboard for their electronic attacks around the globe.
Israeli hacker Ehud Tanenbaum AKA "The Analyzer" was arrested for
his successful penetration into many computer systems, including
the Pentagon. He was arrested and prosecuted for his crimes.
Pentagon officials report tens of penetration attempts daily and US
officials are taking the increasing trend of electronic security
breaches most seriously, increasing efforts to counter such
occurrences and separating classified data from other more
accessible computer banks.
