Israel's High Court suspended government plans Thursday to expand
a top-secret scientific facility where nearby residents fear
biological weapons are being produced, the local mayor said. Prime
Minister Benjamin Netanyahu's office said the project was on hold
only until a state defense agency reviews the facility's own
environmental impact study.

A 2.2 lb. bomb exploded Thursday morning at a bus stop on the
campus of the Hebrew University in Jerusalem, injuring one person.
The explosion came as Israel is on alert following renewed threats
of violence by Palestinian militants.
There are more soldiers deployed in public places, and they are
under orders to particularly watch for suspicious persons and
abandoned packages. So it is somewhat ironic that the only person
injured by a time bomb planted in such an abandoned package was a
soldier. He received what is described as a "moderate" injury to
his head.
It was the kind of thing Israelis have been worried about,
particularly since the militant Palestinian group Hamas issued new
threats last week. The threats followed Israel's slaying of two
Hamas leaders, and many people are concerned the group might try to
stage an attack during the current Jewish holiday period -- when it
would have added emotional impact.
The spokesman for Hebrew University, Jerry Barash, says the Hilltop
Campus on a parcel of east Jerusalem that Israel has held since
1948 was not on any particular security alert and was not
particularly tense, partly because most students are on vacation
this week. Only foreign students, studying Hebrew, are there. The
bomb went off right in front of their building. Barash says the
foreign students receive the same type of warnings issued to the
Israeli public.

The State Department approved the $5 billion sale of Boeing fighter planes to Israel. Israel will be able to purchase 60 F-16C/Ds and 30 F-15I jets. The planes have low-flying capabilities and night targeting equipment.
The Pentagon said, "This proposed sale will contribute to the
foreign policy and national security of the United States by
helping improve the security of a friendly country which has been
and continues to be an important force for political stability and
economic progress in the Middle East."

A Haifa areas resident, who is pregnant, told police her rabbi raped her after he told her the fetus needs holy sperm. A police official close to the case has reported the rape case was in the early stages of investigation and the rabbi will be called in to give his version of the events.
The woman told police that last month, she decided to become
penitent and began attending classes given by the rabbi. The woman
told police that last week, she was told by the rabbi to come to
his apartment. When she arrived, she stated the rabbi told her he
would have to have intercourse with her to give her child "holy
sperm." She told police she resisted at which point he allegedly
raped her.

Israeli Prime Minister Benjamin Netanyahu Thursday warned the Palestinian Authority not to unilaterally declare a Palestinian state, saying such a move would destroy the Middle East peace process. Netanyahu made the remark in speech to the United Nations General Assembly.
Netanyahu told the General Assembly he remains hopeful that a
Middle East peace agreement will be reached. But he blamed
Palestinians for delaying progress in peace talks and warned that
any attempt to declare a Palestinian state would set back the peace
process.
"An arbitrary, unilateral declaration of a Palestinian state, in disregard of this basic purpose of Oslo, would constitute a fundamental violation of the Oslo Accords. It would cause the complete collapse of the process. I strongly urge the Palestinian Authority not to take this course. Such actions will inevitably prompt unilateral responses on our part. This development will not be good for the Palestinians, not good for Israel, not good for peace.
Netanyahu was responding to statements by Palestinian leaders
that they would proclaim an independent state if a final peace
agreement with Israel is not concluded by May.
Palestinian leader Yasir Arafat is scheduled to speak to the U.N.
Monday. Diplomats say Netanyahu's remarks are aimed at stopping
Arafat from speaking about any plans for declaring a Palestinian
state. Arafat will be making his first address ever to the General
Assembly. The Palestinian Observer Mission was given additional
rights at the United Nations earlier this year, making it possible
for Arafat to address the meeting.
